This is a French army raincoat manufactured in the 1960s.
The 100% cotton fabric has been treated with water repellent, and it doesn't feel like a typical raincoat in a good way. The double-layered fabric gives it a firm texture and a dress coat-like appearance.
It's dressy, so you can wear it with suits or jackets, and it's suitable for both on and off-duty wear during the rainy season, as well as in spring and autumn.
